Charges, Regulation and Airport / Airline Relationship |
|
• Responsible: Marius Barbu
• Description:
The heterogeneity of airport charges at the German airports means that a national comparison of their structure represents a great challenge. Thus, we aim first to develop a framework for benchmarking airport charges, suitable also for international comparisons. Besides, we want to assess the effects of the liberalisation and deregulation of aviation industry on the pricing behaviour of airports. Although these processes have started more than 20 years ago, as regards airports, tight price regulation is still the common practice in Germany and in Europe. The airport/airline relationship, characterised sometimes by asymmetric power or regulatory bindings represents also a matter of concern.

Capacity, Benchmarking and Partial Productivity
|
|
• Responsible: Tolga Ülkü
• Description:
The main aim of this team is to benchmark German airports against each other and international airports. The idea of benchmarking German airports mainly stems from the earlier studies of TRL and ATRS, which showed that the German airports operate less efficiently when compared to their international counterparts. We therefore wanted to look for the reasons for their underperformance and to identify what can be done to improve it.
The fundamental methodologies of benchmarking contain partial and total productivity indicators (PFP and TFP) and econometric methods such as Data Envelopment Analysis (DEA) and Stochastic Frontier Analysis (SFA).
• Project Outlines

2. Measuring the efficiency of German airports in the European context Download Outline
3. Capacity Measurements in Airport Sector: Drawbacks of Conventional Methods and Benchmarking Airports Using Declared Capacity Download Outline
4. Benchmarking Airport Productivity and the Role of Capacity Utilization Download Outline

Finance |
|
• Responsible: Tolga Ülkü
• Description:
Over the last few decades strong growth rates and increasing competition within the air transportation sector have led to a rising need for efficiency and cost reduction. The airports’ financial performance appears to depend on the different ownership structures, but also the price regulation system, the airlines’ behavior, the degree of outsourcing etc. as well. Traffic and demand structures, which are often highly depending on regional conditions, are important influencing factors.
Basis of the financial analysis is a large database of many German and European airports reaching from 1990 until 2007 which has been compiled over the last few years. These data consist of the balance sheets and the income statements.
• Project Outlines:
1. Financial Performance of Selected Major European Airports Download Outline
2. How Major Investment Decisions Affect the Financial Performance of German Airports Download Outline
3. Role of Management in Airports Regarding the Financial Strength Download Outline

Ground Handling Service |
|
• Responsible: Paul Kemmesieß, Sezen Aksin
• Description:
From the theoretical perspective, we are primarily concerned with: transaction costs in determining the extent of vertical integration, political economy issues in the liberalization of aviation markets etc. As well, concepts such as networks, relationships, embeddedness and scale/scope are also of interest. Since the productivity of German airports in international benchmarking studies (ATRS;TRL) lower in comparison to other airports, we are interested in determining the causes.
We want to analyze also how the development of subsidiaries is changing the benchmarking approach to airports
• Project Outlines:
1. Restructuring of the European Ground Handling Market after the EU Market Liberalization Download Outline
2. Ground Handling Services Download Outline Download Outline in German
3. The Effects of Outsourcing on the Financial Performance of German Airports Download Outline
4. The deregulation of ground handling services at airports Download Outline |

Non - Aviation |
|
• Responsible: Veronika Hradilikova
• Description:
Despite the proliferation of air traffic, profits from the aviation
business have been decreasing for several years. Various factors have
led to an inevitable enhancement of non-aviation activities. Our team
aims to establish a greater understanding of the composition of
non-aviation (Retail, Food & Beverage, Car rental and Car parking, Marketing/Advertising, Real estate etc.), ways of
measuring its performance and its
significance for different airports. The intention is to identify the
key variables which drive an airport’s commercial revenue.
The research should result in construction of models which aim to understand the non-aviation activities and producing
papers looking in more detail into some of the issues (how to measure non-aviation performance, optimization of
non-aviation, competition in the sector etc.)
The results of our work are supposed to contribute significantly to the worldwide expertise in non-aviation activities
of airports, which has until now stayed only weakly covered by contemporary research.

Databases (outline in german) |
|
• Responsible: Vanessa Kamp
• Description:
The objective of this project is to design and create inside GAP several Databases. These would have to ease the data exchange between the participant universities, and in the same time constitute a platform to centralize the data gathered by the three universities. Among the databases to be created are: Airport’s Economic Data (Traffic, Personnel, and Financial), Airport Charges, Regulation and Privatisation, Literature, Contacts.

Benchmarking as Management Tool (outline in german) |
|
• Responsible: Prof. Hansjochen Ehmer
• Description:
The aim of this project is to explore to what extent Benchmarking can be used as an efficient management instrument, in the case of airports. We look to how viable is the use of Benchmarking, in practice, for the analysis of parts or entire company. And also what are the particularities of the airport company, in comparison with other companies, which makes a general Benchmarking unsuitable.

Benchmarking Public Data (outline in german) |
|
• Responsible: Vanessa Kamp
• Description:
Connected to the GAP-ADV project, we try to apply Benchmarking methods, using data that are not open to the public. Next, this project comprises also an overview of the literature on the strength and weaknesses of actual, commercial or scientific, Airport Benchmarking studies.

Environment (outline in german) |
|
• Responsible: Prof. Hansjochen Ehmer
• Description:
This project explores what are the effects of Environment restrictions, which are partially due to political pressure, on the economic and technical performance of airports. It also seeks to trace the development of environmental management, especially noise reduction, through qualitative enquiries and identify the best practices in the industry.

Privatisation and Regulation (outline in german) |
|
• Responsible: Prof. Hans-Martin Niemeier
• Description:
In the last 20 years the governance structure at the European Airport’s sector has changed. In the past, most of the airports were state owned and managed. During the liberalization and deregulation process, some of them however have been privatised. Because a private monopoly is no better than a public monopoly, usually the privatisation was accompanied by the introduction of price regulation (mainly cost-based or incentive-based). This project will collect and analyze data regarding the institutional structure of European Airports. As a separate part we shall try to answer the question if “yardstick competition”, as a form of economic regulation, is a viable solution in the case of airports.
